But what about today? Like most people, the only time I hear about today's American Indians is when people are outraged about sports mascots or team names, like the Washington Redskins. But sports teams' names are the least of Indians' problems. Did you know that Indians have the highest rate of poverty of any racial group in America? Did you know that alcoholism is more common among Indian youths than among youths in any other ethnic group? Did you know that the rate of child abuse among Indians is twice as high as the national average? Until I visited Indian reservations for my book, The New Trail of Tears, I didn't know any of this. What was at the root of these terrible problems? I wondered. And the deeper I dug, the more I realized that, between the 19th century and today, nothing has changed: it's still the government. The two main agencies that oversee the activities of Indians who live on reservations are the Bureau of Indian Affairs, or BIA, and the Bureau of Indian Education, or BIE. Education, economic development, tribal courts, road maintenance, agriculture and social services – the federal government basically funds and controls all of it. It's no wonder Indians say BIA stands for “Bossing Indians Around.” Together, these two agencies have combined budgets of $3 billion per year, and have 9,000 employees. That's one employee for every 111 Indians on a reservation. Of that $3 billion per year, the BIE uses $850 million of it to educate 42,000 students. That's more than $20,000 per student, compared to a national average of $12,400 per student. Plenty of other federal agencies also have programs for Indians. For instance, the Indian Health Service had a 2015 budget of over $4.6 billion. And yet, there are widespread and documented reports of nurses being unable to administer basic drugs, of broken resuscitation equipment, and of unsanitary medical facilities. Obviously, inadequate funding isn't the problem. The billions of dollars that the federal government spends on Indians every year hasn't made their lives better. In fact, by most measures of economic and social health, the lives of American Indians are only getting worse. Aside from issues of culture, the only way out of this morass is economic growth, but the reservation system makes this almost impossible. Following a series of treaties and laws over many decades – some well intentioned, some not – the federal government decided to hold Indian land “in trust” in order to prevent non-Indians from ever buying that land. But other than Indians, the only people who have things held in trust for them are children and the mentally incompetent. SYRIA Continues with CHEMICAL WEAPONS DISPOSAL Despite Fighting in HOMS U.S. President Barack Obama warned Tuesday that Russia would be to blame for keeping aid from desperate Syrian civilians if it blocked a U.N. resolution designed to lift the siege of Homs. Obama also heaped pressure on the Kremlin as U.S. concern grows about the pace of Syrian compliance with a deal to hand over its chemical weapons stocks for destruction. Obama's tough line came with President Vladimir Putin's government focused on the Winter Olympics in Sochi, but fighting its corner, and that of its ally Syria, at the United Nations. He branded the Kremlin as a "holdout" against a Security Council resolution which would allow the delivery of food, shelter, medical aid and water to Homs and other cities where thousands of civilians are trapped by fighting. "There is great unanimity among most of the Security Council on this resolution," Obama said. He said Secretary of State John Kerry had told Russia that "they cannot say that they are concerned about the well-being of the Syrian people when they are starving civilians." "It is not just the Syrians that are responsible, the Russians (are) as well if they are blocking this kind of resolution," Obama said at a White House press conference with French President Francois Hollande. Western states want Russia to back a draft resolution which calls on all parties to "immediately end the sieges of the Old City of Homs" and other Syrian cities. Russian Foreign Minister Sergei Lavrov said though that the draft was "absolutely unacceptable," because it contained an ultimatum for the government of President Bashar Assad. "Instead of engaging in everyday, meticulous work to resolve problems that block deliveries of humanitarian aid, they see a new resolution as some kind of simplistic solution," he said. The resolution is not binding and does not provide for automatic sanctions. But if its demands were not enacted within 15 days, the Council could vote for sanctions targeting those who blocked delivery of humanitarian aid or harmed civilians. Obama also laid down a warning to Russia over the chemical weapons deal agreed between Moscow and Russia to avert U.S. strikes on Syria last year. Washington has said only limited shipments of chemicals have so far left the Syrian port of Latakia -- far fewer than the 700 tonnes Damascus was to hand over by the end of 2013, under a U.S.-Russia brokered agreement. Syrian refugees from two camps in Jordan said on Wednesday that they did not believe an international peace conference that was taking place in Switzerland would do anything to halt the bloodshed in Syria. Delegates from around 40 countries are attending the talks in the Swiss city of Montreux, in the hope of forming a transitional government and putting an end to the nearly three-year-long conflict. Just hours after the conference began, there was a bitter clash over Syrian President Assad's future. John Kerry, the US Secretary of State, said Assad's brutal force had robbed him of all legitimacy. Kerry was followed by Walid al-Moallem, Syria's Foreign Minister, who said no one had the right to remove Assad except the Syrians, and accused the West and neighbouring countries of supplying weapons and foreign fighters to the rebellion, garnering criticism from the US and United Nations Chief, Ban Ki-Moon. The fighting in Syria has killed more than 130-thousand people and left millions of refugees, either in camps or squats in neighbouring countries or within Syria's borders. Many of the refugees agree there's little hope of a breakthrough during talks. "We don't trust the international conference (Geneva 2 talks), we didn't get any benefits from Geneva I conference, the bloodshed and killing is still going on, we don't expect anything from this conference," said Zuhair Abu Kharoub, Syrian refugee from Daraa. Regardless of the outcome over the next 10 days, they want Assad to be held accountable. "After he killed, slaughtered and displaced people, he must be held accountable," Kharoub said. But another man, who did not give his name and kept his face covered said, "We know our regime, Bashar, our regime is repressive, and it's impossible that the regime will leave peacefully, if the regime believe in peace we won't see such bloodshed." While talks continue, so does the bloodshed with Syria's state media reporting clashes between government forces and opposition fighters in the suburbs of Damascus, Daraa, Idlib and Aleppo.
